Real Security of Pipeline and System Rights

DBI carries out pipeline security of newly planned projects for gas supply companies.  Furthermore the pipeline security of existing pipelines and systems based on the Grundbuchbereinigungsgesetz (§9 GBBerG) and the entry of the pipeline rights into the land register is carried out.

Pipeline assurance:

For the pipeline user we carry out all preparatory measures, including the obtainment of a licensable and constructible route and we provide a compilation of planning documents, as well as the concluding, as-built documents. For the purpose of the material protection when planning of pipelines and systems, we take over all necessary activities for the acquisition of rights, like:

• Route inspection and on-site comparison
• Determination of the owners from the land registry
• Compilation of an owner list
• Calculation of the demand of land
• Contacting and discussion with the owners
• Review of the contractual conditions and the contract initiation

Certification Process:

Within the certification process for pipelines and systems, which were constructed before the 03.10.1990 in the newly formed German states, the initiation of the inscription of limited personal servitudes into the pipeline rights is in preparation.

The necessary applicable documents for the pipeline and system certification were submitted at the respective certification authorities, causing amendments to the land registry.

Our services encompass (among others):

• Acquisition of land register maps, real estate register abstracts, land register information and measurement coordinates
• Compilation of digital plans (general plans, acquisition of rights plans, inventory plans, specialized plans, longitudinal sections)
• Combination of the application documents in § 6 of the regulations for carrying out the GBBerG for the appropriate certification authority
• Submission of the approved application documents through the certification authorities to the land registry for entry of the pipeline rights for supply companies
• Compilation of the pay sheets for reimbursement based on the valid standard ground value maps
